  16. </p>
  17. <p>     President TURGUT OZAL of Turkey is angry because nearly
  18. $1 billion in assistance from the government of Kuwait has yet
  19. to be delivered. The Kuwaitis promised Ozal the money last
  20. autumn as thanks for his country's membership in the anti-Iraq
  21. coalition. The Turks claim they lost millions of dollars in fees
  22. by shutting down an Iraqi oil pipeline that cut through Turkish
  23. soil. U.S. officials are pressuring the Kuwaitis to pony up a
  24. substantial chunk of the aid before President Bush visits Turkey
  25. later this month.
